I also have this problem. As a work around, I use alt + enter to switch into windowed mode before exiting EVE. I'm almost positive that the problem is on my end though. I'm still using catalyst v10.9 drivers for my hd 5770.
Are you using ati as well?
interesting you mention ati as a possible problem to this...maybe it just didnt cross my mind, but do any of you nvidia user have this problem too? or is this only ati related...i have 2x 5770's by HIS and ive had this problem ever since i got the game in september...currently using 10.11 drivers as they seem to give me the best recording fps rate for when i make frag movies for BC2 and such, but i have had this issue on all drivers since september through 10.12...the weirdest thing is one day is just decided NOT to do it anymore...but a week later or so it started happening again...so now i just run the game in windowed mode all the time as its way easier to minimize it and browse my clans forums, google the price of a module, ect...
i did notice however if you just leave it on the dimmed "mode", after a while the monitor will go back to normal...but i find the easiet way to "fix" it is to change your resolution to w/e then change it back to native and its fine...or, play in windowed mode like a pro
iam still having THIS issue though, i posted 2 pages back...i cant even play the damned game and my training timer is almost up >.<

last update, the one before this mornings (for me EST - USA time), i had this issue too
for one, i could never get it to DL after hitting the update button on the little popup on the EVE start up screen, it would always have to go to the repair tool to get the patch...and i guess its an issue tied with how i couldnt DL EVE at all, only in "offline mode" but w/e
i worked around this error the last time by just uninstalling EVE and reinstalling it, but i dont want to have to do this anymore...so heres the log it gives me

ill try deleting the common.ini like i saw suggested earlier, but hopefully someone else has an easy fix?
EDIT: yea no...deleting the common.ini folder doesnt make the repair tool work at all, why it does for others? beats me...
